Basseterre, St. Kitts. November 4, 2025 — The Digital Transformation Management Unit (DTU) within the Ministry of Information, Communication, Technology and Post hosted a well-attended Digital Transformation Town Hall Meeting on Monday, November 3, 2025, at the Newtown Community Center, marking another milestone in the Government’s ongoing efforts to modernize public service delivery and enhance citizen engagement through technology.

In his opening remarks, Hon. Konris Maynard, Minister of ICT and Post, reaffirmed the Government’s commitment to building a modern digital ecosystem that promotes inclusion, transparency, and efficiency across the public sector. He emphasized that digital transformation is not simply about introducing new systems, but about improving the lives of citizens by creating faster, more accessible, and more accountable services.

“Our goal is to create a government that works better for its people, one that is more connected, responsive, and future-ready,” said Minister Maynard. “Digital transformation is how we bridge that gap between policy and people.”

Mr. Nigel Carty, Advisor and Chief Digital Transformation Officer, presented the national roadmap for digital transformation, outlining how the DTU is driving a coordinated, whole-of-government approach. He discussed the governance framework, the integration of global best practices, and how technology will help the Government achieve efficiency, transparency, and citizen-centered service delivery.

Programme Manager, Mr. Eric Haynes, provided updates on the Electronic Civil Registry System (ECRS), which will digitize the registration of births, deaths, marriages, and other vital records. The platform will allow citizens to securely access and request official documents online, a major step toward more convenient, modernized public services.

Mr. Sancho Duncan, Enterprise Architect, introduced the Electronic Identification (e-ID) System, a secure digital identity that will enable citizens to verify themselves online and access multiple government services with ease. He explained that this platform will also strengthen data protection and support the Federation’s growing digital ecosystem.

Speaking on the legal framework required to sustain these efforts, Crown Counsel Kyle McEachnie discussed legislative reforms underway to ensure privacy, security, and accountability in the use of digital systems. He emphasized that strong legislation will protect citizens’ rights while promoting trust in technology-driven governance.

Under the Project Highlights segment, Ms. Sandree Elliott, Programme Manager, shared insights into the Trade Single Window Platform, a digital solution connecting border agencies and departments to streamline trade operations, reduce paperwork, and increase business efficiency.

Mr. Christopher Herbert, Programme Manager, discussed initiatives aimed at Enhancing Citizen Interaction with Government, showing how new digital platforms are being developed to simplify public engagement and make services more transparent and user-friendly.

Ms. Lyncia Dore, Change Manager, addressed the importance of Change Management in ensuring the success of digital transformation. She underscored the need to cultivate adaptability, collaboration, and digital readiness across the public service to achieve lasting results.

The evening concluded with an open Questions and Answers segment, allowing attendees to share feedback and express their hopes for how digital transformation can continue improving public service delivery.

The DTU expressed appreciation to citizens who attended and reaffirmed its commitment to keeping the public informed and involved as projects progress.

“Digital transformation is a journey we are taking together,” said Mr. Carty. “By engaging with citizens and listening to their needs, we can build systems that truly serve the people of St. Kitts and Nevis.”
